What is the difference between HR Management and Employer of Record (EOR) plans?

The main difference between HR Management and Employer of Record (EOR) plans on the Outstaffer Platform is who the legal employer is and the support we provide.

HR Plans are for Direct Employees who are hired by your company using your own legal entity. These plans are great for businesses that already have a legal entity in the employee’s country but need a platform to hire, onboard, equip, and manage employees across APAC.

EOR Plans are for EOR Employees, where Outstaffer is the legal employer on your behalf. This is perfect for countries where you don’t have a legal entity or when hiring temporary staff. Outstaffer takes care of HR compliance, local payroll, taxes, and benefits for employees across APAC, making global workforce management easier.

The Outstaffer Platform is very flexible, with each plan linked to an individual employee, allowing you to mix and match plans based on your needs. For example, you can use HR Core Plans for 25 direct employees in Australia (where you have internal HR or don’t need extra HR support), the HR Premium Plan for 5 direct employees in Singapore (where you need a dedicated HR manager to support your team), and our EOR Plans for 10 employees in the Philippines (where you don’t have a legal entity).

This flexibility gives you full visibility and makes it easier to handle workforce management across different countries and types of employment.

How does Outstaffer pricing work, and are there any platform, onboarding, or setup fees?

At Outstaffer, there are no platform, onboarding, or setup fees for our HR Management, Employer of Record (EOR), and Contractor Management products. You only pay for the services you need, and only once you hire an employee or contractor through the Outstaffer platform, as each subscription is tied to the individual hire. Our platform and tools, including the Employment Cost Calculator, are completely free to use.

Subscription fees start at USD $15 per month for a direct employee (employed by your company) and go up to USD $600 per month for an EOR employee (employed by Outstaffer on your behalf through our legal entities). While we strive to maintain consistent pricing across all covered countries, fees may vary due to cost differences by location. For example, hiring in Australia is more expensive than in Philippines or Vietnam, and our pricing reflects these differences.

For EOR Plans, fees are added to the Payroll charges, which include the base salary, any bonuses or allowances, plus statutory entitlements or health insurance. Payroll charges are automatically calculated by the Outstaffer platform, ensuring full compliance with local labor laws. We do not take any margin on payroll, ensuring complete transparency.

Does Outstaffer require a minimum number ofemployees or contractors?

With Outstaffer.com, you can easily add and invite direct employees, EOR employees, and contractors with no minimum requirements or fees.

To provide our dedicated HR Manger for direct employees with our HR Premium product, a minimum monthly fee applies, equivalent to the cost of three employees per month.

What currencies does Outstaffer support for billing and employee payments?

Outstaffer supports the following currencies: AUD, USD, INR, PHP, SGD, VND, and MYR.

We offer remote device management, allowing us to lock or wipe data from lost or stolen devices, ensuring complete security. Outstaffer handles device recovery and provides 24/5 IT support, ensuring that your employees are supported and your company data is protected.

How does billing work for EaaS, and who is responsible for the devices?

To use EaaS, you must have an employee on an HR Plan or EOR Plan. Billing is done monthly for each device as an add-on to your HR or EOR Plan subscription, with the cost depending on the type of device chosen and the subscription term.

  • On HR Plans: The EaaS subscription is tied to your company. If an employee leaves, Outstaffer will handle device recovery, and you can easily reallocate the device to another employee. If a device is lost, stolen, or damaged, your company will be billed for a replacement. Depending on the local labor laws in your country, you may be able to recover the cost from your employee. We recommend having a policy in place to cover these costs, or you can upgrade to HR Premium, where a Dedicated HR Manager can help you create this policy.
  • On EOR Plans: The EaaS subscription is tied to each individual employee. If an employee leaves, Outstaffer will recover the device and attempt to reallocate it to another employee within your company. If your company doesn’t need the device, it can be reassigned to another company. If a device is lost, stolen, or damaged, Outstaffer will try to recover the cost from the employee’s salary or entitlements (subject to local labor laws). If the full amount cannot be recovered, your company will be responsible for the remaining cost.
